Set up shopping trips in which you can practice teaching her to accept "no" - Remember it is a skill she needs to learn.  If the child accepts no - praise her and give her access to another item she desires (i.e. bring stickers along).  If she doesn't accept no, be sure not to give in.  When you are in a hurry, try bringing alternative, preferred activties with you for her to engage in.  If the tantrums are incredibly intense or you feel like you have lost control, you may want to look in a behavioral assessment and assistance from a trained professional.
