Re:Testing
Try FDLRS/ Child Find for the initial global testing,the program for children under 3 is called Early Steps(may have a different name in some counties). This is the starting point where you can get an evaluation that covers speech,occupational therapy,physical therapy and behavior therapy. If your child indeed is at risk with significant delays they may provide services needed.
The Center for Autism and Related Disabilities(CARD) is also a great place to find resources and referrals.
