I recently gave the following suggestios to a teacher who had a student struggling with he noise volume.  You could tweak them for your situation....

1. Let him control the student's noise volume.  He could hold a sign that signals when everyone needs to calm down. 
2. Pair the noises he does not like with something he finds reinforcing.  For example, the moment it gets loud offer him his favorite toy.
3. Teach him to ask for breaks from the noise.  During his break, he can engage in a temporary relief (i.e. listening to headset) then return to the activity.
