Update (May 2, 2008 5:10 PM)
Just before 3:00 p.m., by a 118-0 vote, with no debate, the House counter-offered. It appears that the House accepted the Senate’s proposed changes to the insurance mandate provisions and the insurance compact provisions and the Senate’s rejection of the other provisions of the proposed House changes, but insisted that the Senate add to the insurance mandate provisions and the insurance compact provisions all other developmental disabilities originally addressed by the House proposals.
At 5:06 p.m., the Senate sent a message to the House that they refused to accept their counter-offer.
